Following is the specification for the PV manufacturing industry conditions (2015) (draft for soliciting opinions) full text:

Strengthening the management of photovoltaic industry, to guide the industry accelerate the upgrading and restructuring, promoting the sustained and healthy development of PV industry in China, according to the State Council on promoting the healthy development of the photovoltaic industry opinions ([2013]24) and relevant laws and regulations and industrial policies of the State, in accordance with the layout, adjusting the economic structure, the principle of total control, encourages innovation, supports the applications, establish standard conditions.

Layout, production and project set up

(A) the PV manufacturing enterprises and projects should be consistent with national resources development, environmental protection, energy management, and other legal and regulatory requirements, in line with State industrial policies and planning and layout requirements of related industries, in line with the local land-use planning, urban planning, environmental function zoning and environmental planning requirements.

(B) national laws and regulations, and planning regulations established or approved by the people’s Governments above provincial level basic farmland protection, drinking water source protection areas, nature reserves, scenic spots, key ecological function protected areas and ecological sensitive areas, vulnerable areas, such as law, regulations forbid the construction of industrial enterprises of the region may be constructed of photovoltaic manufacturing projects. (C) strict control on new simple PV manufacturing projects to expand capacity. Second, the scale of production and technology

(A) the PV manufacturing enterprises should adopt advanced technology, energy saving and environmental protection, product quality, low cost production techniques and equipment.

(Ii) PV manufacturing enterprise should has following conditions: in People’s Republic of China territory law registered established, has independent corporate qualification; has solar PV products independent production, and supply and after-sales service capacity; has provincial above independent development institutions, and Technology Center or high-tech enterprise qualification, annually for development and the process improved of costs not below total sales of 3% and not less than 10 million Yuan Yuan; declared meet specification list Shi Shang a years actual production not below this article subsection (three) paragraph capacity requirements of 50%.

(C) PV manufacturers by product type shall meet the following requirements:

1. the polysilicon project in each size of not less than 3000 tons/year;

2. ingot annual capacity of at least 1000 tons;

3. Silicon rods annual capacity of at least 1000 tons;

4. wafer capacity of not less than 50 million tablets;

5. amorphous silicon solar cell capacity of not less than 200MWp;

6. the crystalline silicon solar module production not lower than 200MWp;

7. thin film solar module capacity not lower than 50MWp;

8. the inverter capacity not lower than 200MWp.

(D) existing photovoltaic manufacturing companies and products should meet the following requirements:

1. the polysilicon meet of the solar grade silicon (GB/T25074) class 1 requirements;

2. multicrystalline silicon (Silicon-containing) minority carrier lifetime is greater than 2 μ s, carbon, and oxygen content is less than 16 and 14PPMA, respectively; minority carrier lifetime greater than 10 μ s single crystal silicon wafers, carbon, and oxygen content of less than 2 and 18PPMA, respectively;

3. multi and monocrystalline silicon photovoltaic conversion efficiency not less than 17.5% and 18.5%, respectively;

4. the polycrystalline and monocrystalline solar module conversion efficiency not less than 15.5% and 16%, respectively;

5. silicon, Copper-Indium-Gallium-selenium (CIGS), cadmium telluride (CdTe) and other thin film solar module conversion efficiency not less than, 11%, 8%, and 10%, respectively.

6. with transformer type of grid-connected photovoltaic inverter weighted efficiency of China shall not be less than 96% without transformer type of grid-connected photovoltaic inverter weighted efficiency of China shall not be less than 98%.

(E) new construction and extension of enterprises and products should meet the following requirements:

1. the polysilicon meet of the polycrystalline silicon (GB/T12963) level 2 above;

2. multicrystalline silicon (Silicon-containing) minority carrier lifetime is greater than 2.5 μ s, carbon, and oxygen content is less than 8, and 6PPMA, respectively; minority carrier lifetime is greater than μ s 11 single crystal silicon wafers, carbon, and oxygen content is less than 1, and 16PPMA, respectively;

3. multi and monocrystalline silicon photovoltaic conversion efficiency not less than 18.5% and 20%, respectively;

4. the polycrystalline and monocrystalline solar module conversion efficiency not less than 16.5% and 17.5%, respectively;

5. silicon, CIGS, CdTe and other thin film solar module conversion efficiency not less than, 13%, 12%, and 12%, respectively.

(Vi) polycrystalline and monocrystalline solar parts decay rate within 1 year no higher than 2.5% and 3%, respectively, does not exceed 20% within 25 years; thin-film solar module decay rate is not higher than 5% in 1 year, 25 years is higher than 20%.

Third, comprehensive utilization of resources and energy

(A) the PV manufacturers and project should be in line with the national land-use development standards, strict protection of arable land and use land economically and intensively.

(B) solar energy manufacturing projects should meet the following requirements:

1. existing polysilicon project restored the electricity consumption is less than 65-kilowatt/kg, comprehensive electricity consumption is less than 120-kilowatt/kg; new and expansion projects to restore the electricity consumption is less than 55-kilowatt/kg, comprehensive electricity consumption is less than 100-kilowatt/kg;

2. existing silicon ingots project of comprehensive energy consumption of less than 8.5 trillion kWh/kg, new construction and expansion projects is less than 7-kilowatt/kg if using multicrystalline ingot furnace to produce monocrystalline or polycrystalline products, projects average substantial increase in comprehensive energy consumption should not exceed 0.5 kWh/kg;

3. existing silicon ingots project of comprehensive energy consumption is less than 45-kilowatt/kg, new construction and expansion projects is less than 40-kilowatt/kg;

4. existing polysilicon wafer projects average comprehensive energy consumption is less than 450,000-kilowatt/million pieces, new construction and expansion projects is less than 400,000-kilowatt/million pieces existing wafer projects average combined consumption is less than 400,000-kilowatt/million pieces, new construction and expansion projects is less than 350,000-kilowatt/million pieces

5. the project of comprehensive energy consumption is less than 120,000-kilowatt/MWp;

6. crystal silicon solar panel project of comprehensive energy consumption is less than 60,000-kilowatt/MWp; average power consumption is less than 500,000-kilowatt/MWp thin film solar module project.

(C) the PV manufacturing in manufacturing water consumption shall meet the following requirements:

1. the polysilicon project water recycling rate of not less than 95%;

2. wafer project water consumption of less than 1400 tons/million pieces

3./MWp battery water consumption is less than 1700 tons.

(D) other production orders needed to meet national standards.

Four, environmental protection

(A) new construction and renovation and expansion of PV manufacturing project should enforce the environmental impact assessment system, does not pass the examination and approval of environmental impact assessment of the project may not be started. According to the environmental protection of “three simultaneously” requirements, projects supporting environmental protection acceptance should apply for project construction and environmental protection facilities, qualified only be put into operation. Manufacturers shall have a sound environmental management institutions, develop an effective environmental management system, regularly carry out cleaning production audit.

(Ii) exhaust, and wastewater emissions should meet national and place atmospheric and the water pollutants emissions standard and total control requirements; stench pollutants emissions should meet stench pollutants emissions standard (GB14554), on produced of industrial solid waste to law storage, and disposal or utilization, should meet dangerous waste storage pollution control standard (GB18597) and general industrial solid waste storage, and disposal field pollution control standard (GB18559) related requirements, SiCl4 and other hazardous wastes should be entrusted with the processing power of the certified unit for proper disposal factory boundary noise in accordance with the standards for noise emissions of industrial enterprises (GB12348).

(C) encourage enterprises passed ISO14001 environmental management system certification to ISO14064 greenhouse gas accreditation, PAS2050/ISO/TS14067 carbon footprint certification.

(D) the PV manufacturing project in accordance with the environmental impact report (table) and its approval, the national or local pollutant emissions (control) standards, environmental monitoring requirements of the technical specification, developed their own monitoring programme, conduct its own monitoring work, public information on their own.

Five, quality management

(A) the PV manufacturing enterprises should establish and improve the quality management system, equipped with quality inspection institutions and full-time inspectors. Batteries and battery components manufacturers should be equipped with level AAA Solar Simulators, critical testing equipment such as high and low temperature environmental test Chamber, encouraging qualified enterprises establishing a CNAS accredited laboratory.

(B) quality PV products shall comply with the relevant national standards, approved by the State related to the accreditation of certification bodies.

(C) the Enterprise passed ISO9001 quality management system certification, the component service life is not less than 25, the warranty period of not less than 10, the inverter’s warranty period of not less than 5 years.

(D) enterprises should set up appropriate systems of product traceability.

Six, security, health, and social responsibility

(A) the PV manufacturing projects shall strictly follow the occupational hazard prevention facilities and safety “three simultaneous” system requirements. Enterprises shall be governed by the law on work safety, occupational-disease-prevention laws and other laws and regulations, implementation of national standards or industry safety standards, in the declaration list that year and the previous year without larger and higher production safety incidents.

(B) enterprises should establish and improve the responsibility system for production safety, strengthen work safety education, training and troubleshooting, governance, carry out safety production standardization and above up to the tertiary level.

(C) the Enterprise shall implement preventive measures of occupational hazards, to major hazard detection, assessment, monitoring and contingency plans, and equipped with the necessary materials and equipment.

(D) the Enterprise shall comply with the relevant national laws and regulations, shall participate in the old-age pension, unemployment, medical treatment, work injury and other types of insurance, and for employees paid in the relevant insurance costs.

VII monitoring and management

(A) new construction and renovation and expansion of PV manufacturing enterprises and projects shall comply with the requirements of this specification.

(B) existing photovoltaic manufacturing enterprises and projects shall comply with the requirements of this code, does not meet the specification requirements and projects according to the requirements of industrial transformation and upgrading, and under the guidance of the industrial policies of the State, by way of mergers and reorganizations, technological innovation, and meet the specification requirements as soon as possible.

(C) investment in the photovoltaic manufacturing enterprises and projects, land supply, environmental impact assessment, energy assessment, quality control, safety supervision, credit, such as credit conditions should be managed according to the norms. Enterprises and projects do not meet this criteria, the product shall not be eligible for export tax rebates, domestic support policy support.

(D) the PV manufacturing company against claims relating to standard conditions, through the provincial Department in charge of industry and information technology, submitted to the Ministry of industry and information technology. Department in charge of industry and information technology, in conjunction with relevant departments at all levels of the local photovoltaic manufacturing enterprises to supervise and inspect the implementation of this Code condition. Ministry of industry and information technology organizations, testing institutions to inspect the companies, an industry body, and regular bulletins list of companies eligible for this specification and, in conjunction with relevant departments, institutions, testing bodies from the market to check posted products, implementation of social supervision and management.

(E) notice enterprise under any of the following circumstances, has withdrawn its notice requirements:

1. the particulars are falsifications;

2. refusal to accept supervision and inspection;

3. can’t keep the specification requirements;

4. major safety and pollution accident occurs;

5. breaches of provisions of laws and regulations and industrial policies of the State.

(F) the relevant industry associations, testing bodies to assist the competent departments in implementation and follow-up monitoring of condition of this code, organize enterprises to strengthen their coordination and self-discipline.

Eight, by-law

(A) the standard conditions applicable to People’s Republic of China territory (Taiwan, Hong Kong and Macau excluded) all types of photovoltaic manufacturing companies, PV manufacturing industry within the meaning of the conditions of this code mainly for photovoltaic polysilicon, silicon ingots, silicon ingots, wafers, cells, battery modules, inverters and other manufacturing industries.

(B) standard conditions relating to laws and regulations, national standards and industry policy revised according to the revised regulations.
